I did find one t-shirt with that tag dated 2004, the majority of these comfort ts (with the blue bar behind comfort) seem to be 2000s+ I did find a few without the blue bar that were dated late 1990, but I'm not sure if that's when they were actually printed. Either way, it's close, and still vintage, but I would be hesitant to say 90s.
