definitely not 1991...double tag trend started in mid 90s. but I think this one could even be early 00s? anyone?

A bunch of the band t-shirts I bought back in the early 2000's had this exact same tag.
FOTL definitely did double tags (with HEAVY cotton) from the mid 90's but the lettering and logo were a bit different I think.
