I think I saw this on reddit and was stumped. Still can't find anything. But it's been reissued - pretty sure this is just a bot scraping images, but here:

There was a radio DJ called "dr rock" who had facial hair but not to that extent. Stumped, not sure where else to look.

My advice, set up a search to get notifications if anyone posts another one, maybe they'll know what it is.
