Is this Tupac or Eazy E on a "Keep Digging" tee ? Whats the value and age?

Not sure as far as value, but "Keep Diggin" was first used in commerce in 1997, filed for trademark in 2001, and trademark expired in 2014. So I'd think it's most likely a post 2000 tee.
