It's probably vintage and definitely not licensed, but also hilarious.
It looks to be hand-done.
If you're looking for a unique KC / Nirvana tee this is definitely that. I did see an airbrushed tee of him go for a decent chunk, this would fall in the same category.

This one went for $200 somewhat recently. Although, it's a far better job.
