Wizard of Oz on Skimmers Tag

Any ideas on when this tee might have surfaced based on this tag? Pretty sure it's a reprint if anything please correct me if I'm wrong!

I think it came to be in the mid-80s.

But likely the early 1990s copyright is around when it was printed.
