I found some shirt with the same tag. The first one is Coldplay and the declaration is 00's and the second is a Oasis shirt listed and sold in mercari with a 1993 license to brockum

With a quick search I was able to see photos of 6 Holoubek tags, none have that green in them. Also, none have "40" as the temperature, they are all 50.
