Looking for some details on this guy, trying to get a date and possibly value? Couldn't find a date, and there's not any info about the t shirt maker ( New Star California ).

I can't say anything about the shirt, but in 1981 they had an album (or a single?) called Dogs of War and I think they had a song called Dog Soldiers on the 1990 album The massacre. Maybe if you dig deep you can find a connection?

I say it's probably the latter of the two - I have a few shirts from the early 90s with that NewStar tag.
