Is this a The Who band shirt? Tee Swing tag

Can anyone help me identify this tee? Has The Who target logo but no wording anywhere on the shirt. The tag is a black Tee Swing tag. Help!!!

Its a "mod target" but wouldnt hurt to put the who in a listing title - but no...not specifically a Who shirt.
