Looks like an 80's tag...Possible Priest cover band using the 1988 album 'Ram it Down'?

Wow, that's strange. I'd say your inclination to think cover band is probably correct, since dedicated cover bands are usually pretty shameless in their ripping off of source material. Funny how it's "High Priest" on one side and "High Priests" on the other.
