Who is this face from late 70s, early 80s?

This is a late 70s or very early 80s t-shirt .. no idea who the face is? Anyone know? The back of shirt is blank.

More I look at it, sort of looks like Johnny Rotten to me but not sure.

You were correct....Johnny Rotten - John Lydon - I thought so too - but also understand why you were thrown off - something about it looks different than the images I've seen before. Almost looks like Jim Carey or a country/western singer. Ha.
