What’s interesting is that the writing is not actually Russian…
If you read it phonetically, it would say something like Harlech Davedsoiy of Russeya.
It seems like an English-speaking person designed this shirt by choosing letters from the Cyrillic/Russian alphabet that look like their English counterparts.
Still, a super cool find!
